A case alleging that the bid committee members and a former island chief of SH. Milandhoo Council had acted in contradiction to the law hence had provided undue advantage to a third party when outsourcing the security service of SH. MIlandhoo Council has been concluded and forwarded for prosecution by Anti-Corruption Commission (ACC).
Upon investigation, it was found that Sh. Atoll Council opened request for proposal for outsourcing the security service of individual Local Councils of H.DH. atoll, excluding H.DH. Kulhudhuffushi council. And the advertisement altogether included H.A. Atoll Council, SH. Atoll Council and the individual Local Councils of SH. atoll. Hence, fourteen interested parties attended the information session held regarding the announcement made for outsourcing the security service of Sh. Milandhoo Council, among which eight parties forwarded the proposal. The proposals were evaluated by the bid committee while, the means of marks allocation for the factors such as price, capabilities and the layout of proposal were unclear. Indeed, the price factor was found most illogically assessed compared to similar criteria been practiced.
Furthermore, from the investigation, it was evident that the members of the bid committee and the former island chief of Sh. Milandhoo Council has acted in contradiction to the law while evaluating and awarding the bid for outsourcing the security service of Sh. Milandhoo Council. In fact, had provided undue advantage for the bid winning party. Hence, ACC has concluded the case under section 25 (a) (2) of law number 13/2008 (Anti-Corruption Commission Act), as there was offence of corruption in the case thus, warrants prosecution on the members of the bid committee and the former island chief of Sh. Milandhoo council under Article 12 (a) of Law number: 2/2000 (Prevention & Prohibition of Corruption Act) and the case has been forwarded to the Prosecutor General’s Office.
