The Anti-Corruption Commission (ACC) has officially launched the risk assessment report of the Ministry of Islamic Affairs which studied the Pilgrimage System in the Maldives. This report was released on 14th may 2019 at a ceremony held in ACC conference room by the Commission Member Mr. Yazmeed Mohamed. The Deputy Minister of Ministry of Islamic Affairs along with members of the ACC, and some Senior Officials from both the institutions attended this ceremony.
The Prevention and Research Unit delivered a presentation highlighting the main risk factors and recommendations identified. Additionally, the Commission Member, Ms. Aminath Minna in her remarks at the ceremony, emphasized the importance of Pilgrimage as a worship as it is considered as one of the main pillars of Islam. Further she stressed the significance of preventing the corruption risk factors in this important system and advised the respective authorities to strictly follow the policies and regulations while implementing the system.
One of the main purpose of this research is to identify the risk factors in the Maldives pilgrimage system and to provide recommendations accordingly. Hence, the research analyzed significant issues and gaps in the related laws and regulations; quota distribution among pilgrimage service providers, bid evaluation process, concerns about pilgrim travel guides and Pilgrim Missions.
